How do you get Black Steel?
Defeat Pang Tong before his catapults bombard your camp (a scene of them being set up is fine; the firing scene must not play). Keep Fan Chou alive until allied reinforcements arrive (around 7:30). If Fan Chou dies, enemy reinforcements come instead and the weapon is lost.
Where is Black Steel?
Bottom center of the map, on the right (east) side of the allied fort.
